AWS SQS backend for job queue operations.
Supports both Standard and FIFO queues (auto-detected at startup, or set via SQS_QUEUE_TYPE).
FIFO mode provides message ordering and exactly-once delivery;
Standard mode offers higher throughput and native per-message delays.

Loads AWS configuration from environment and builds queue URLs.
Queue type is determined by SQS_QUEUE_TYPE:

Returns ConfigError if required environment variables are missing or if queue type cannot be determined (no queues found, or both types exist).
